President William Ruto has issued a charter to the National Intelligence and Research University to become a new institution that would further Kenya's security through specialized training and research.
While addressing the event on Tuesday, November 5, where he issued a charter to the university, Ruto said that its mandate would be to perform two key functions: training intelligence officers to enhance their security skills and conducting research in areas of critical national and regional security.
He also emphasized how the university can be a competitive advantage for Kenya in terms of security, especially within East Africa.

"I expect the National Intelligence Research University to support Kenya's digital economy ambitions by aligning its academic and research programs with Vision 2030, the Fourth Medium-Term Plan, and the Bottom-Up Economic Transformation Agenda," Ruto said, noting that technology and research were key in national development.
Ruto added that the institution played a key role in the attainment of security goals globally, and it would help attain SDG 16 on peace, justice, and strong institutions.
By treating security as a "global public good," he said, the university's research and training would extend its impact beyond Kenya to the benefit of the region as a whole.
He called on the university to increase its intake to include students from other developing countries, a factor he said would guarantee regional cooperation in security matters.

"The importance of high standards in training our security sector professionals cannot be overstated," Ruto said, calling for excellence in both academic and practical security training.
Ruto exuded optimism in the future role of the university in national security and innovation.
"We foresee the National Intelligence Research University playing a major role in equipping our intelligence officers to protect the nation and upscaling their focus on leading-edge research and innovation in national security," he said.
At the same time, the Head of State termed the charter as one of the commitments to both academic excellence and Kenya's security stability.
