Telegram Group Admin Arrested Over KCSE Exam Leaks Amid Nationwide Crackdown

Detectives from the Kenya National Examinations Council (KNEC) and Masaba North have arrested Stephen Nyang'au Mbechea, a key suspect linked to the crime of examination fraud.

In a statement on Monday, November 11, the DCI said that Mbeche, the administrator of the "KCSE 2024 Leakage Group" on Telegram, was arrested following a sustained surveillance operation.

"Mbeche, the administrator of 'KCSE 2024 Leakage Group' on Telegram, was cornered and arrested after a sustained surveillance operation. A detailed search at his premises resulted in the seizure of a mobile phone and a laptop, the supposed tools of trade he uses to exploit parents and students involved in the cheating," the statement read in part.

Mbeche is currently being processed for prosecution with KNEC detectives still tracking down other individuals involved in similar exam cheating activities.

This comes days after the Communications Authority of Kenya (CA) issued a directive to suspend the Telegram app temporarily.

In a letter dated October 31, CA Director General David Mutonyi raised concerns to mobile network providers, including Safaricom, Airtel, Telkom, and Jamii Telecommunications, about Telegram’s misuse in facilitating exam malpractice. 

"It has come to the attention of the Authority that the Telegram platform is being misused to perpetrate criminal activities including compromising on the integrity of the on-going national examinations," the letter read in part.

At the same time, the CA noted that the platform had become a hub for forums and groups involved in compromising the integrity of the ongoing Kenya Certificate of Secondary Education (KCSE) exams.

The Authority directed all Mobile Network Operators to implement all available measures to suspend the operation of Telegram Inc. in the country during the KCSE examination period. 

The suspension was to take place from 7:00 a.m. to 10:00 a.m. in the morning and from 1:00 p.m. to 4:00 p.m. in the afternoon, Monday to Friday, until November 22nd, 2024.
