New Meru Governor to Be Sworn in on Monday After Mwangaza's Impeachment

Meru Deputy Governor Isaac Mutuma M'Ethingia will be sworn in on Monday, March 17 as governor of the county he has served as deputy.

This comes after the High Court ruled that the impeachment of Kawira Mwangaza was valid, clearing Mutuma for office.

A special gazette notice published on March 14 confirmed that the swearing-in ceremony will take place at Mwendantu Grounds, starting at 8:30 a.m.

"...it is notified for information of the general public that the swearing-in ceremony of Isaac Mutuma M’Ethingia, as the Governor of Meru County, shall take place on Monday, 17th March, 2025, at Mwendantu Grounds, starting at 8.30 am," the notice read in part.

The Assumption of Office Committee, chaired by Martin Gitije, announced that the ceremony will be conducted in line with constitutional and legal requirements.

The law stipulates that a governor’s swearing-in must be held at a public venue and officiated by a judge between 10 a.m. and 2 p.m.

Mwangaza was impeached in August 2024 over allegations of gross violation of the constitution and breaches of the Public Officer Ethics Act.


She took the issue to court but Justice Bahati Mwamuye dismissed her petition citing that she did not present convincing legal errors in the Senate proceedings to warrant judicial intervention.

She and Mutuma with whom she was elected in 2022, had a difficult working relationship.

Over time, the disputes between the two got increasingly bitter with Mutuma accusing her of sidelining him in key decisions while Mwangaza accused him of working with the opponents.

Mutuma is the son of former Njuri Ncheke Council of Elders chairman Paul M’Ethingia.

Mutuma has extensive public service experience as a reverend and former prison officer.

He had served in the Kenya Prisons Service for 19 years, having been promoted to the rank of Senior Sergeant and Social Welfare Officer.

He has also worked as a Child Rights Advocate with Plan International and a Youth Representative for Habitat for Humanity in the Mount Kenya Region.

The incoming governor holds a Higher Diploma in Forensic Psychology and Criminology from the Kenya Institute of Studies in Criminal Justice and a Bachelor's Degree in Theology from Kenya Methodist University.

He is currently pursuing a Master’s Degree in Governance and Ethics at Mount Kenya University.

He rose to leadership following his election as Mwangaza’s deputy in the 2022 General Election.

Mutuma will serve as Meru’s fourth governor, following Peter Munya, Kiraitu Murungi, and Kawira Mwangaza, completing the remainder of the current term.
